Request for Letters of Interest – Rental Property Management

Woodlands Development Group is currently soliciting Letters of Interest from qualified Property Managers regarding management of Woodlands’ residential rental portfolio.
Woodlands’ current residential rental portfolio consists of:
- Seven properties in Barbour County, including the towns of Philippi and Belington. Properties range in size from 2 units to 10 units;
- Four properties in Tucker County, ranging in size from 3 units to 11 units.
- Seventeen properties in Randolph County, located in Elkins and in Mill Creek. Properties range in size from 2 units to 16 units.
Total properties – 26 properties containing 119 apartments.
The contracted Property Manager entity:
- Will oversee lease-up of new tenants, including conducting background and credit checks as applicable;
- Ensure compliance with appropriate state, federal and private funding requirements, including Low Income Housing Tax Credits, HUD’s HOME Program, the National Affordable Housing Trust Fund, WV’s Affordable Housing Fund, Federal Home Loan Bank’s Affordable Housing Program, and others.
- Assist with coordination of property maintenance, repair calls and unit turnovers;
- Coordinate with Woodlands’ accounting staff on rent collections and tracking of delinquencies;
- Oversee lease compliance, violations and evictions as needed;
- Assist with delivery of tenant services.
Letters of Interest will be received until March 19, 2026. Please include an overview of experience managing residential rental properties, compliance history, and geographic areas in which you are interested in providing services.
After review, Woodlands will invite selected entities to submit a full proposal and contract estimate.
